Ladies and gentlemen,
With a view to safeguarding the legitimate rights of inward and outward passengers, ensuring good order in their entry into and exit from the territory, and maintaining national political, economic, cultural and biological security, all passengers who enter or leave the Customs territory of the People’s Republic of China through an air port of entry shall, starting from July 1st. 2005, make a written declaration to the Customs by completing a Declaration Form, and submit the completed Declaration Form to the Customs officers before going through the Customs procedure.
Customs Declaration Forms are available on inward international flights, airlines ticketing offices, travel agencies and Customs control areas at air ports of entry. To ensure that you will go through the Customs smoothly, please ask relevant staff for a Customs Declaration Form and complete it before entering or leaving the territory.
Customs Declaration Forms shall be completed as follows:
I. If you carry such articles as listed in the Customs Declaration Form, please select “Yes” by marking a check in the corresponding box, provide details in the table underneath and choose to go through the “Have-things-to-declare Channel” ( “Red Channel”) for relevant Customs procedures. If your declared inward or outward articles are to be carried out of or brought back into the Customs territory, please complete the Customs Declaration Form in duplicate. The Customs shall return to you one of the copies submitted, which you shall use for relevant procedures when taking out of or bringing back into the country such articles.
If you select “No” for all items on the Customs Declaration Form, please go through the “Nothing-to-Declare Channel” ( “Green Channel”). And your completed Customs Declaration Form will be collected by the Customs officer.
II. If you are an inward passenger on an international flight having a stopover at a domestic airport in China, please declare factually all your luggage by completing a Customs Declaration Form and go through Customs procedures for your hand luggage. The Customs officer will return to you your completed declaration form which you shall produce to the Customs officer at your destination airport for procedures for your checked luggage.
III. If you are an outward passenger on an international flight having a stopover at a domestic airport in China, please declare factually all your luggage by completing the Customs Declaration Form at your departure airport. The Customs officer at your departure airport will return to you your completed Declaration Form, which you will use for Customs procedures for your hand luggage at your stop-over airport.
IV. Passengers under the age of 16 may share the Customs Declaration Form with adults in their company. In the case that such passengers are traveling with no adults, they shall complete the Customs Declaration Form on their own. If you have difficulty in making a written declaration, you may ask other passengers to help you provided that you confirm what is declared by signing the Declaration Form.
V. Passengers, who are exempted from Customs inspection and control in accordance with relevant regulations, do not need to complete a Customs Declaration Form. This is also applicable to transit passengers who are yet to leave the Customs control area.
VI. It is a legal obligation for every inward or outward passenger to make his or her declaration in writing. Refusal to do so or false declaration may result in legal penalties. Your smooth entry into or exit from the territory may be affected by the way your Customs Declaration Form is completed. Therefore, please read carefully the instructions on the reverse side of the Customs Declaration Form before completing it.
